Will everyone have an opportunity to receive Jesus?

Romans 1:20 says that all men will be "without excuse;" meaning all will have an opportunity to choose. We do not specifically know how. If it is simply through "creation" as this passage indicates or angels will be sent to bring the "good news" to these, we do not know. Romans 2:12-16 speaks of "their conscience also bearing witness..." The footnotes from The Spirit-Filled Life Bible (of which Pastor Hayford served as General Editor) under this passage read as follows:

"Paul stresses that both Jews and Gentiles are accountable to God for judgment.... God has given all people a moral instinct by creation (v. 15), though repeated sin or cultural acceptance may distort their understanding. The point is that people will be judged according to the revelation they have. The standard of judgment for Jews will be the written Law; the standard for pagans will be the unwritten law of conscience and nature."
